Fill out the form and send it to firearms at the address listed at the top of the form. They will process it and issue your permit. Don't lodge it at the local station as they will have no idea what it is or what to do with it. Some bright spark will probably even try charging you for lodging it. Also for the genuine reason bit on the form just put whatever genuine reason you have your license for ie hunting or target shooting. You don't need a specific reason.
Once you get the permit its valid for six months and you can go ahead and order your mags. Once the package arrives it will be held by Customs who will send you a letter (within two weeks, usually only a week) telling you that you have tried importing resticted items (it will list them all) and to provide evidence you are allowed to possess said items or they will be destroyed. The letter will have a seizure notice number/reference number, make sure you take note of it as you will need it for any contact with Customs about your package.
Post your B709 along with a short note, something along the lines of "Dear sir, please find attached my B709 permit in regards to reference number 1234567. Please contact me if you require anything further." Make sure you quote the reference number or it could take longer to process.
Once Customs receive your permit they usually release your package pretty much straight away. In my expereince it adds about three weeks by the time you wait for the letter from Customs and then they get your permits and release your package.
I have one tip though, do not use DHL. They don't know their ass from their elbow when it comes to dealing with packages like this I have found recently.

Qld is different to Vic,but I was able to email my form in(PDF)or fax it too them,I would ring up them and ask if you can email it to them??
I would fill out the top section,name address etc,etc.
The second half
Write in that you are importing 22RF mags,the company you are getting them from,the capacity of the mags,what firearm they will be for,how many of the mags you are getting and then your genuine reason for getting them,what ever that is??Hunting,spare mags to go hunting,competition???
Should be right then,either send it,fax,or email it(find out if your allowed to email it though)

Fax it to the number on top of the form (or post, but send it registered so you have delivery confirmation).
Since you're in QLD the only reason to submit is sport shooting, so that's easy. Include a cover letter saying "while I know you need to send this to me by post, please also fax a copy to xxx" if you've got a fax number.
There's no charge, and when I did it earlier this year they got back to me in a week or so.

I took the form to my local cop shop, asked if they would fax it to WLB for me (No problem) 1 day later, get a call asking how many mags I want to import (2) fine says chap on the other end of the phone. Almost too easy hmmmm

Email a scan of the B709A with the order, and ask the seller to include with the package. That way they are more likely to allow it to be delivered or picked up straight away.

Then I'd write a letter to myself formally suggesting that the state firearms registries be abolished as a useless and expensive abomination. Being from the AG, it should be automatically APPROVED and implemented.
Then I'd issue arrest warrants for the entire Labor/Greens/Independent government and also any Liberal wankers who voted for the gun laws in '96, based upon the demonstrable fact that they are dangerous hoplophobic fuckwits and have no place neutering public office in a country like Australia where all the men and, judging by the conditions they thrived in, seemingly a fair percentage of the women used once upon a time to be in possession of a set of functioning testicles.
Then when I'd got myself APPROVED as PM, just prior to holding an election so I got get shot of the bloody job, I would hold a Gillardian public consultation known as a "Flanders Assembly" where any pro-totalitarian-type wankers could voice their concerns over the new lack of gun laws and safe inspections and how they no longer had reason to feel superior to those horrible knock-about type yobboes who had maintained the whole exercise to be a crock of shit all along. At the conclusion of the Assembly, all attending Flandisciples would then be hog-tied, kicked a bit and thrown onto the next available plane seat to England where they could really get their Stasi snitch rocks off by dobbing people in for imaginary infringements of similar crucial public-safety-enhancing laws such as overfilling their bloody wheelie bins on garbage day.
But I'm not the Attorney General. So your letter probably wouldn't have worked. Pity.

I have imported several things using the b709a (although they were replica pistols) and I tried including a copy of the form in the package hoping they would just deliver it.
It doesn't work though as they need the actual copy. So what happens is they seize it and they send you a letter saying its being held. You call customs and make an appointment to go and get it. I pick mine up from the customs building near the Brisbane airport.
Or you can mail them the original permit and you had to organize a courier to pick it up (stupid I know).
